Onchao can also be referred to as an alicorn, which means 'winged unicorn'. The water unicorn has fins that allow her to swim throughout the waters of Centopia. No unicorn can breathe fire, even though the fire unicorn can create a ring of fire with his horn. Mia understands unicorns, unlike other creatures (and the viewers).

Answer: Lyria

Lyria is a beautiful unicorn who Mia first met when she came to Centopia for the first time. Lyria gave birth to Onchao in a later episode.
