Answer: Hammurabi - Babylonian

The Old Babylonian Empire, led by Hammurabi, had been one not spectacular in size, especially compared to the Akkadian Empire earlier established by Sargon of Akkad. Hammurabi took much of Mesopotamia with his brilliant statecraft which allowed him to expand his empire far more than his predecessors. He created the well known Hammurabi's Code, which instated a system of laws that his empire followed.

After his death, Hammurabi's successors had little success in keeping his empire together. Invasions from the Kassites and the expansion of the Hittites secured the fate of Mesopotamia and the end of Babylon until Nebuchadnezzar's New Babylonian Empire in 605 B.C.E.

The Aztec Empire was ruled by leaders who were called Tlatoani. Moctezuma (who was really Moctezuma II) was the most famous of them, as he was the ruler when the Spanish arrived in Mesoamerica.

The Spanish conquered the Aztecs through political savvy and rival tribal groups trying to break from Aztec rule. One deathly weapon, the spread of smallpox, also drastically helped the Spanish overcome the Aztecs.
