Answer: Spain

The seven Great Powers represented are England, France, Germany, Austria-Hungary, Italy, Russia, and Turkey. Spain is not represented as a force in the game, but its territory may be occupied.

Russia starts the game with four units (two fleets and two armies), whereas all of the other Great Powers start with three. Spain is not represented in the game.

The Lepanto opening is perhaps the best-known named opening in Diplomacy. In Spring 1901 Italy moves its fleet in Naples to the Ionian Sea and its army in Rome to Apulia to set up for the convoy to Tunis. The army in Venice either holds, or moves into Trieste to take Serbia in the Fall turn with Austrian support.

In the Fall, Italy convoys the army in Apulia to Tunis and builds a fleet in Naples at the end of the turn. In Spring 1902, the fleet in the Ionian moves to the Eastern Mediterranean, while the fleet in Naples moves into the Ionian.

This move sets up the army in Tunis for a convoy into Syria. Balkan Gambit and Southern Hedgehog are Austrian openings, and Bosphorus is a Turkish opening.

The English fleet in the North Sea holds with a self-attack defense to counter a two-pronged German attack. The order to the German army in Holland is canceled, because a unit cannot provide support into a territory into which it can't legally move. Therefore the German attack is reduced to a force of two.

The English self-attack is also a force of two. The forces effectively cancel each other, and the fleet in the North Sea holds.

Bohemia and Galicia share a border with Vienna just south of Silesia. Tyrolia borders Vienna to the west.

Units can only be deployed by a Great Power on Supply Centers originally and currently controlled by that Power. The Supply Center must also be unoccupied, since only one unit can occupy a territory at a given time. Only armies can be built on supply centers without a coastline. For coastal territories, the player must specify whether the unit to be built is a fleet or an army.

Since an attack on a unit providing support cuts that support, the French army in Burgundy must attack Ruhr (A Bur-Ruh). An attack from the German army in Munich on Burgundy (A Mun-Bur) will cut that support, and France will not gain any ground. Alternatively, the French may easily have attacked from Burgundy and used Picardy and the English fleet to support.

However, this could open up Burgundy a provide for a German advance into French territory.

If a territory was contested (attacked, but not occupied) in the immediately preceding attack phase, it is still considered disputed and cannot be occupied. A unit may retreat to any adjacent territory that was not disputed, and is currently unoccupied, and that was not the territory from which it was attacked, provided that it is a legal move for that unit (i.e. fleets cannot retreat to an inland territory, etc.).
10. Which is the only Great Power to start the game with more fleets than armies?

Answer: England

England starts the game with fleets in London and Edinburgh and an army in Liverpool. Russia starts with two fleets and two armies, and the other five Powers begin with two armies and a fleet each.
