1. Which of the following effects cannot be chained to?

Answer: Continuous Effects

Multi-Trigger, Trigger, and Ignition effects all start a chain when activated, and therefore can all be chained to. Continuous effects are active as soon as the card is on the field, and therefore cannot be chained to.
2. My opponent controls a Blue-Eyes White Dragon. I control an Injection Fairy Lily. I declare an attack against the Blue-Eyes White Dragon. My opponent does not respond to the attack. I activate Injection Fairy Lily's ability, paying 2000 life points to raise her attack to 3400. My opponent responds with Magic Cylinder. What happens next?

Answer: Nothing. Blue-Eyes White Dragon is destroyed, my opponent takes 400 life points of damage.

Injection Fairy Lily's ability is activated during the damage step, so that if my opponent does not activate the Magic Cylinder when I declare an attack, he cannot activate it until the next time my Lily attacks him. Even if he did, I would only take 400 points of damage since it wasn't the damage step when it was activated, so Injection's effect didn't activate, and I didn't take 2000 for the cost.

You only have 40 minutes to complete the round, which consists of a best 2-out-of-3 system.

After being late for 3 minutes, you get a game loss. After 10, you lose the match.

Answer: Stacking

Foul language = warning. Spilling a drink on another player's cards = Match Loss. Being late = game or match loss, depending on the time you were late. Stacking is the term when you blatantly mark your cards and place them in such a manner that you know when you are going to draw them in order to win every time.
