Answer: Thranduil

'...Legolas, a messenger from his father, Thranduil, the King of the Elves of Nothern Mirkwood', 'FOTR', p. 315.

Answer: 1418

'The Prancing Pony, Bree, Midyear's Day, Shire Year, 1418.' - 'FOTR', p. 230. So reads the heading on Gandalf's letter, written as stated in 1418.

For translations, check in the appendicies of 'The Silmarillion.' The watch tower on top of Weathertop is called Amon Sul, 'FOTR', p.250. 'Amon' translates to 'Hill' and 'Sul' translates to 'Wind' giving 'Hill Wind' or 'Hill of Wind.'
