Second most intelligent is (were) dolphins, who left the Earth by their own means shortly before its destruction.

Zarniwoop was on an intergalactic cruise in his office at the time. Zaphod met Roosta instead, and traveled with him to Frogstar World B, where Zaphod encountered Gargravarr, a disembodied mind in charge of the Total Perspective Vortex.
