The first is "The Duke and I" the fourth is "Romancing Mr Bridgerton" and the final book is "On the Way to the Wedding".... this one is nicely in the middle.

2. Who throws the ball in which Eloise leaves to go and visit Sir Phillip?

Answer: Daphne and Simon

This is a hard question for anyone who hasn't read "Romancing Mr Bridgerton" but it is mentioned at the start of the book by Eloise.

3. What does Sir Phillip say about Eloise's eyes?

Answer: He could drown in them

He says that he could drown in them because they were such a beautiful greyish blue colour... he later tells this to Eloise.
