Everyone thinks the Chief can't hear them, which makes him privy to many of the ward's dirty little secrets. He's been there longer than anyone except Nurse Ratched.

Answer: Ellis

The Chief describes Ellis as standing with his hands nailed to the wall, locked in the same position as when he was strapped down in the shock shop. McMurphy is horrified to see him standing there wetting himself.

The administration says they'll accept the doctor's resignation, but in a show of backbone, he says they'll have to fire him to be rid of him. McMurphy comes back later lobotomized. Unable to see his buddy like that, the Chief smothers him, then throws a gargantuan control panel through a window and escapes.
