Answer: Merry

You actually can't see Merry while he's saying this (or at least you can't in the full-screen version). But you can faintly hear him exclaiming it right after he and Pippin finish their drinking song about the Green Dragon.
2. "You will suffer me."

Answer: Aragorn

Aragorn says this to the King of the Dead, once he, Legolas, and Gimli go into the mountain. Little did the undead king know that Aragorn was heir to Gondor, and that Aragorn would have the king's allegiance.
3. "The stars are veiled. Something stirs in the East. A sleepless malice."

Answer: Legolas

Legolas says these words to Aragorn, right before they are called back inside Theoden's hall to come to the aid of Pippin, who has looked into the Palantir.
4. "Share the load."

Answer: Sam

Sam only wanted to help Frodo bear the burden of the ring, but Frodo's possession of the ring had somewhat poisoned his mind; therefore, he was suspicious of Sam offering to carry the ring for a while.
5. "Do not stop the attack until the city is taken. Slay them all."

Answer: The Witch King

The Witch King gives this order to the orc captain (Gothmog) who looks like chewed-up bubble gum, after Mordor overtakes Osgiliath.

Faramir asks Gandalf this rather rhetorical question when Gandalf tries to convince him not to return to the over-run Osgiliath. Denethor, the steward of Gondor and Faramir's father, has made Faramir feel guilty about not holding Osgiliath longer. Thus, Faramir returns to the overtaken city with only a handful of men, and all except Faramir are slaughtered there.
7. "They grow nervous in the shadow of the mountain."

Answer: Eomer

Legolas has just commented that "The horses are restless and the men are quiet" when Eomer informs him that it's because of the mountain. This bit of dialogue occurs in one of the scenes where Rohan's troops are encamped by the ghostly mountain.

Elrond is referring to Arwen when he tells Aragorn this. He says it as a part of his little speech, before he gives Aragorn the sword Anduril, which was "forged from the shards of Narsil."

Eowyn fretfully exclaims this to Aragorn, as he is mounting his horse, Brego, to go summons the King of the Dead. Perhaps Eowyn didn't know that Aragorn must go if they were to win the war.

Answer: Denethor

This cowardly line is uttered by Denethor, as he views the massive troops of Mordor from a top level of the White City.
11. "Send these foul beasts into the abyss!"

Answer: Gandalf

Gandalf gives this order to the soldiers of Gondor, a little after he knocks Denethor unconscious. The orcs have already started to hurl boulders at Minas Tirith, so Gondor's soldiers quickly respond by launching city ruins at Mordor's armies.
12. "Now that I'm here, I don't think I want to."

Answer: Frodo

Frodo says this in reply to Gollum urging him to go into Shelob's lair. Sam has already been banished, so Frodo and Gollum are alone, and Frodo is rather at Gollum's mercy.
13. "Forth, and fear no darkness!"

Answer: Theoden

The ever courageous King Theoden says this when he is giving orders to his captains, only a few moments before they ride into the midst of Mordor's armies.
14. "Well, that isn't so bad."

Answer: Pippin

Pippin speaks this line after Gandalf describes death to him. Pippin needs some reassurance, as the orcs move further into Minas Tirith, and it becomes evident that the battle is not going well for the Pippin's friends and allies.
15. "There's plenty for the both of us."

Answer: Gimli

Gimli may be talking to Legolas at this point, but it also appears that he is giving himself a little pep talk. But hey, I know I might give myself a pep talk too, if I were running straight for thousands of orcs and other monsters. Gimli says this line after he, Legolas, and Aragorn jump out of the ship and surprise the orcs. Fortunately, the three aren't alone in fighting the vast armies of Mordor, since a troop of undead soldiers are there to back them up.
