Answer: Participating in a food riot

When Richards refuses to obey the order to fire on the food rioters, the other policemen in the helicopter try to restrain him. The repressive government won't stand for demonstrations from gangs of hungry people who only want food. Richards won't fire on innocent people despite his orders.

It's easier for this government to entertain people with violent game shows than to give them materials they need to survive.
2. Poor Ben. Now that he's disobeyed orders, he's been thrown into a maximum security prison where the inmates have to wear explosive neck collars. What is the name of this prison?

Answer: Wilshire Detention Center

The name of the prison is shown on the screen at the start of the movie. Ben and his friends find a way to escape from Wilshire. They steal a computer and acquire the secret access code. Once they enter the correct code, the sonic field which triggers the explosive collars deactivates, and one of the inmates sprints for the exit. Too bad for him the field isn't down quite yet.

He's about to have an explosive experience.

Answer: Los Angeles

He wants to see if his brother is still living in L.A., a city rebuilt but still hurting from an earthquake several years before. Ben quietly finds his way through the newly-built luxury tower apartment buildings, surrounded by the low-class damaged neighborhoods, hoping to find his brother and get a new identity.

Instead he finds out that his brother's apartment is now being rented to a news reporter. Ben's been away a bit too long.

Thus they brand him "The Butcher Of Bakersfield,"--an accusation that is not true.

The ice cold Sub Zero knocks computer expert and resistance leader Harold Weiss down and pushes him along the ice using his hockey stick. After ripping down the camera, Ben threatens to shove his fist down Killian's throat. They must have some good cameras in the arena! The screen then fizzles and goes blank. Killian certainly gets the message.
