Actually there isn't any locomotive with a configuration of 68 wheels. The first number (in this case six), represents the number of wheels under the forward truck. The maximum number that I could find anywhere was four wheels. What the writer might have been trying to say was a 4-8-2.

Answer: Half past four

This time is mentioned in the third line.
