Deuteronomy 15:11 says, "For the poor shall Never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land."

In the New Testament in Matthew 26:11, Mark 14:7, and John 12:8 Jesus tells his disciples that there will always be poor people among them as well.

Answer: Samson

Judges 16:11 says, "And he said unto her, If they bind me fast with new ropes that never were occupied, then shall I be weak, and be as another man."

Samson was talking to Delilah whose job it was to weaken him so he could be defeated. Samson however had fallen in love with Delilah and eventually told her the truth, that his strength was in his hair.
