In this Chapter, we hear God's words to the Israelites, telling of the blessings He has in store for them, and how they should not fear their enemies, for God will help them triumph and send plagues such as the ones He inflicted on the Egyptians.
This particular verse's mention is the only instance of a hornet in the Bible. The quotation in question is Judges 14:8. The Chapter tells us the story of Samson and his wife, a woman of the Philistine tribe who he first saw at Timnath. Samson slew the lion, and found the bees and honey when he returned a week later to claim the woman as his wife.

He used it as a riddle to try and win cloth and clothing from thirty of the young male members of her tribe who came to attend their feast. They threatened his wife's family so she persuaded Samson to tell her the answer and passed it on; thus they won the riddle.

Joel Chapter 1 tells of an invading army with "teeth of a lion" come to despoil the land, and everything is barren and ruined. The following Chapter tells how if the people call upon the Lord he will deliver them from the invader and then in verses 24 and 25 "And the floors shall be full of wheat, and the vats shall overflow with wine and oil. And I will restore to you the years that the locust hath eaten, the cankerworm, and the caterpiller, and the palmerworm, my great army which I sent among you."
Cankerworms, or Alsophila pometaria, are a species of inchworm, and are a pest on many species of tree.
Palmerworms, or Dichomeris liguella, are the larvae of moths, and the moths also prey on trees, usually hardwood species.
In the Biblical case though, it is thought that the palmerworm in question is a translation of the Hebrew word găzăm which is usually a general word used to mean a locust, possibly in its larval state. The word has become used for the moth larvae since Biblical times, and now means a different creature altogether.
