Desmond Howard (1991) and Charles Woodson (1997) were the two for Michigan. No other school had multiple winners. Florida State would have, but Chris Weinke won his for the 2000 season, not in the 90s.

Kansas' Tony Sands broke loose for 396 yards against Missouri in 1991. Tomlinson's 406 were against UTEP.
