Answer: September 15th 2004

On September 15th 2004, Gary Bettman announced that the CBA would not be renewed, and that if a CBA was not reached by the start of the season, there would be a lockout.
2. Who was the Chairman of the Board of Governers during the lockout?

Answer: Harley Hotchkiss

Every year the Board of Governers elects a Chairman/President who speaks on behalf of the owners. On July 25th, the Board of Governers re-elected Harley Hotchkiss.

Answer: 309

On July 22nd, Gary Bettman announced that the owners ratified the new CBA, and announced the official end of the lockout, after 309 days.
