Payton followed the footsteps of older brother Eddie and went to Jackson State in Mississippi. He chose a predominantly African-American college close to home. Other famous small college players out of Mississipi were Jerry Rice (Mississippi Valley State), and Brett Favre (Southern Mississippi).

He did reach 1,852 yards in 1977, but surprisingly never broke the 2,000 yard mark in his 13-season career.
