The ban was finally lifted after serving jail time and in 2013 Vick was playing for the Philadelphia Eagles.

Answer: Kenesaw Mountain Landis

Tagliabue was the commissioner of the NFL. Landis became one of the most powerful and influential commissioners in sports during his time. The scandal involved various players from the White Sox consorting with gamblers to throw the World Series where they were the heavy betting favorites. Exonerated in a court of law, baseball was not kind to the players.
