Lloyd, born on November 12th, 1963 in Weston, Vermont made a guest starring appearance as Bob Engler, a member of U.S. Space Command. He portrayed the character for two episodes. He has also guest starred on the TV series', "Spin City", "Philly" and "3rd Rock from the Sun."

One of the big issues in this episode was how to respond to one of the Republican contenders for the nomination for U.S. President attacking affirmative action. The decision was to either criticize the candidate's attack or let it go and move on to another issue.

The Bartlet Administration decided they would offer a rebuttal towards the candidate's critical remarks on affirmative action but it would not be a strong one.

C.J. and Toby got into a discussion about affirmative action and mentioned how their parents benefited from it due to getting into college largely on affirmative action. However, C.J. snapped at Toby about why she did not believe in affirmative action and this shocked Toby. C.J. then mentioned she was not in the best of moods due to how her father was in poor health due to memory loss.
