This is from the episode "No Surrender, No Retreat." Since Sheridan has decided that Babylon 5 is going to start the fight to regain Proxima 3, the station has been running drills and the starfury pilots are running extra drills. Ivanova had just given orders that the fighters only accept commands that are properly encrypted. The lines above immediately follow the above events.
