Super 13 absorbed the energy cells of 14 and 15 after they were defeated by Trunks and Vegeta. Goku tried as he may with about 30 or so hits and 1 knee strike did not defeat him until he absorbed his Spirit Bomb as a SSJ.

Answer: Vegeta

After 15 got all of his licks in Vegeta says now it is his turn while holding 15's arms so that he could not do anything. He then powers up and becomes SSJ1.
