Answer: Devon

Devon became Jordan's first guinea pig for the stolen Promicin. Then, when Isabelle challenged Dennis' lack of interest in retrieving the stolen hormone, he explained that if Jordan handed it out, he'd be doing their jobs for them.
Sadly, the Promicin was too concentrated for Devon and it killed her.
2. What did Maia and Diana fight about?

Answer: Maia's removal from school

After Diana and Tom found out about Devon using the Promicin, Diana went to the 4400 Center and removed Maia from class. She explained to her daughter that it was not safe for her to attend school there any longer. Maia accused Diana of not caring about what she wanted, and went back to school on her own. Or, it may have been a set-up for Isabelle. I was not entirely clear on that when it occurred.
3. After the death of their co-worker, Richard told Jordan he wanted to put a stop to their plan.

Devon died while in the care of Tess and Kevin. Jordan explained that her death was a sacrifice, and she wouldn't be the last sacrifice the future would call upon. Richard found the idea of using the highly toxic Promicin unacceptable. So, he used his power of telekinesis to begin bursting the glass vials holding it. Tess stepped in quickly and used her power to control Richard.
4. What did Dennis Ryland reveal to Tom and Diana about the Promicin trials his soldiers had participated in?

Tom was outraged when Dennis revealed that the Promicin had a 50/50 chance of killing someone within 48 hours. Dennis explained that the soldiers were all aware of the potential risks. It turned out that Isabelle's Promicin levels were too potent, much more so than Kevin's synthesized version.

Isabelle laid her hands on Shawn's head and apparently sucked out the info she needed to find the stolen Promicin. Alana had reluctantly agreed to use her power on Shawn, but the government beat her to it. And, Gary Navarro was still on the run as of the season three finale.

Answer: Boyd

When she walked into the warehouse of fake Promicin, she encountered who she believed was Jordan Collier. Jordan had made it clear she couldn't hurt him, but Isabelle no longer thought that to be true. She grabbed Boyd around the throat, and after she let go, she saw it was really Boyd and not Jordan. Boyd set off an explosion, hoping to kill Isabelle.

It did not work, but did kill all of Dennis' men.
7. Remember Tom's syringe from the future? Who sank it into Isabelle near the end of the episode?

Answer: Richard

This is the scene were Maia may have set up Isabelle, but I don't think so. Isabelle went to the 4400 Center after the explosion. She left a trail of wounded and murdered people in her path, and made her way into the school. She was going to sacrifice children in order to get what she wanted.

When she chose Maia's school pal, Maia stood up. She then informed Isabelle her plan wouldn't work. That is when Diana burst into the room, with Tom just behind her. He tried to use the syringe on Isabelle, but she was too powerful. Richard had to use telekinesis to get the syringe into his daughter, and save Tom's life.
8. What did the mystery syringe do to Isabelle?

Answer: stripped the Promicin from her system

Tom seemed to believe it was the poison needed to kill her, at least that is what his facial expressions seemed to invoke. I'm sure many fans suspected it was the agent needed to take her power away. But, Isabelle overpowered Tom, and was about to kill him when Richard stepped in.

He used his power to send that syringe into her throat, not knowing what the outcome would be. He told her she'd made her choice, but he would stand by her if she allowed Tom to live. She didn't comply, so Richard did what he had to do. Later, tests indicated that the substance (which did look to be killing her for a moment) had removed all traces of Promicin from Isabelle's system. Maybe now she can make the right choices. Absolute power corrupts absolutely, so maybe a little human frailty will give her some perspective on humanity.
9. Both Tom and Diana shot Isabelle.

Answer: True

Diana pumped several shots into her while she was threatening the children. Then, Isabelle told Tom to shoot her after her powers had vanished. Tom lowered his weapon, but then brought it back up and shot her. We found out a little later that he'd done it to make sure she was powerless, and that was why he'd aimed for her shoulder.
10. Maia told someone that they'd be gone when she and her family returned in six months. Who was it that wouldn't be in Seattle when Maia returned?

Answer: Alana

This happened while Alana was saying goodbye to Maia and Ben. Alana said that six months was not long at all, and they'd see each when she got back. Maia said that they wouldn't see each other again. She told Alana that she and her family would return, but Alana would be gone. Meanwhile, Diana and Tom were saying their own goodbyes on the front steps of Tom's house.
As the episode ended, we saw many things. We saw Jordan passing out Promicin packets to homeless folks. We saw the 4400 Center seized by NTAC. A lady in El Paso cured her father of Alzheimer's disease, and Tess and Kevin happily reported that to Jordan. We also saw non 4400s we know and love taking the Promicin, with its 50/50 chance of survival- among those were Kyle Baldwin and April Skouris. And, sadly, we watched as Alana was taken away, just like the 4400s had been the first time. I wonder where she went and if we'll ever know?
