Hunted by the authorities, we work in secret. You'll never find us, but victim or perpetrator, if your number's up... we'll find you". What word comes in the blank?

Answer: Irrelevant

The numbers that the government labels relevant are those that relate to national security, i.e., mostly terrorists. Other numbers involving small crimes and acts of violence are considered irrelevant by the government. After noticing this blatant act of discrimination, Finch creates a backdoor to collect all the irrelevant numbers and attempts to save their lives. But Finch and associates do not know if the number that comes up will be the number of a victim or that of a perpetrator.
