1. What is the name of the man who owns the dog?

Answer: Mr. Palone

 This is mentioned on the plane flight at the beginning of the episode. Later on in the episode it is also revealed that his first name is Gavin, this is mentioned during a phone call.
2. What is the name of the dog?

Answer: Farfel

 This is mentioned many times during the episode, usually when Jerry is yelling at Farfel. In a deleted scene, it is mentioned that Farfel only went crazy because Kramer fed him something he shouldn't have.
3. When Jerry, Elaine and George try to go see a movie the first time, why does Kramer say he can't watch the dog?

Answer: He's breaking up with his girlfriend

 Kramer says this when Jerry, Elaine and George are about to go see "Prognosis Negative". In the episode you can see parts of the break up, at first Kramer tells his girlfriend how much he hates her, then starts begging for forgiveness.
