The PADD, or Personal Access Display Device, is what Tom uses to write a letter to his father describing the events which led to him being sent to the brig.

Answer: telepaths

Telepaths are illegal by Devorian law and sent to isolation camps when they are found. Since Voyager has Brenari refugees on board who are telepaths, Captain Janeway hides them by putting them in transporter suspension during the inspections.
