 President Bartlet was talking to Leslie, a TV broadcaster from Philadelphia, via satellite when he made the comment that Governor Ritchie was a '22 caliber mind in a .357 magnum world'. The camera was still rolling when he made the comment. Supposedly, he didn't know the red light was still on which meant the camera was on.

 Toby was in the room at the time, but everyone thought Sam was in the room. He owned up to it with Congressman Watchell, but when Ainsley wanted to know how he could let it happen he said, "For everybody who works outside the building, I'll fall on the sword.
