Willow tells Giles that they're oatmeal cookies, but he responds by saying not to be ridiculous, because he can see the chips in them.

2. In what episode does Willow turn Amy the Rat human again for good?

Amy is turned into the rat in 'Gingerbread' and the first time we see her human again is in 'Something Blue'. But in that episode, Amy turns back into a rat one second after she becomes human. It's not until 'Smashed' that Amy becomes human again forever.
