The electricity goes out because everyone from the power company had already left Sunnydale. Buffy sees Clem leaving at the beginning of the previous episode, "Empty Places" - The cops attack Faith in that episode as well. The First does visit Faith in "Touched", but that doesn't happen until about halfway through.

Spike guesses it right away because it is the only thing in the whole room.
