She amended it to "unavoidable", but the wording had been deliberate. C.J.'s always joking with the press about the chronic lateness of the White House.

In the Situation Room before Bartlet arrived, Leo was expressing concern over the President meeting with Shareef in the White House. He didn't want to confound the situation by letting Shareef become humanized for the President and compared it to the effect of naming the lobsters.

Bartlet was probably uncomfortable with the duplicitous nature of shaking the man's hand in the Oval Office, his seat of power, while involved in a plot to have him killed.
