Hige's collar has a X on it. He is called "Number 23" because X is the twenty-third letter in the alphabet.

2. Where did Tsume get the X shaped scar on his chest?

Answer: His old pack

After Toboe is shot, Tsume tells him how he had ran away when humans attacked some of the wolves in his pack. Since he ran away from the fight, the leader banished Tsume and gave him the scar to remember his actions.
