Francis McReary wants you to "lure" the target into view of the sniper rifle scope when Niko informs him he cannot get a shot. Calling the number can open up a new spout of interesting and somewhat humorous dialogue.

Since Niko doesn't know what Marlon looks like, Playboy gives Niko a Whiz Wireless cell phone, he tells him to go to the basketball courts, and take pictures with the camera phone until Playboy can identify the correct target for him.
