"Sound Effects" badges A through E can be found all over the world. They don't cost any badge points either! They can be found, outside Koopa Village, in Shiver City, at Shooting Star Summit, in Toad Town, and Dry Dry Desert.

Answer: Rowf

Rowf owns the badge stall in Toad Town. He gives you the badge for free after returning his calculator from Shy Guy Toybox. It uses one badge point, and lets you find hidden panels which you can ground pound to open for a star piece.
