Dawes was born in Marietta, Ohio on August 27, 1865 to Rufus and Mary Dawes. He was the first vice-president born after the end of the Civil War.

Received his B.A. degree in civil engineering from Marietta College. His other interests were the flute and the piano.

Dawes moved to Lincoln in April 1887. The cousin of Dawes' father was James Dawes, who served as governor of Nebraska from 1883 to 1887. Dawes, upon moving to Lincoln, joined the law firm of Dawes, Coffroth and Cunningham. Also, while in Lincoln, he became friends with William Jennings Bryan and future WWI general John "Blackjack" Pershing.

Republican nominee, President Calvin Coolidge, preferred Idaho senator William Borah but he declined. Coolidge then left the choice of a running mate up to the convention. On the second ballot, the convention chose former Illinois governor Frank Lowden.

However, Lowden sent a telegram to the convention declining the nomination. After adjourning for the night, the convention, on the 3rd ballot, selected Dawes, who defeated Hebert Hoover 682 1/2 to 334 1/2 for the nomination.

Dawes served as U.S. Ambassador to Great Britain from 1929 to 1932.
