Answer: 16th Amendment

There was a income tax before this, but it was declared unconstitutional by the Supreme Court in the case Pollock v. Farmer's Loan and Trust.

Answer: 20th Amendment

This amendment, also known as the lame duck amendment, shortens the period in which the outgoing president is still the president and can sign bills.
