The red card was introduced in England in the mid 1970s to signify a sending off.

(a) Who was the first player (League match in England), to be shown a red card?
(b) Who was the second?

The first one was David Wagstaffe (Blackburn) against Orient on 2 October 1976.
Not sure about the second one.

Well, let me see. Steve Coppell was wearing No. 7 on the 2nd October 1976 in Utd's 2-0 away victory at Elland Road. So it couldn't have been him?

MacDougall scores a couple that day, but was still on the park at full-time.

The #7 who saw red was playing for Fulham .. in the 5th Round of the 1970 FA Cup he scored 6 goals against Northampton Town, who lost 2-8 .. the goal-keeper who conceded these six, and this player, jointly did the FA Cup 2nd Round draw in November 2000 ..

2-Oct-76 ... Daly scored the other goal at Elland Road, to send ManU into 1st place on goal difference, leap-frogging both Liverpool (the leaders, who fell to third) and Middlesbrough (second, fell to fourth) .. Liverpool drew 0-0 at Ayresome Park in a top-of-the-table clash which, as it turned out, was a perfect result for ManU on the day. Manch City went from 4th to 2nd after a 4-2 win at Upton Park. The table on Saturday night was:

Liverpool 5 1 2 10-6 11
Middlesbrough 4 3 1 5-3 11

This was the first and last time ManU were league leaders in the 1976-77 season .. Liverpool went on to win the League Championship, retaining their title. ManU finished the season in 6th position, and Manch City finished in front of 'em as runners-up!
