The Rossi E-Cat cold fusion device is one of a number of similar ones being developed over the last few years, and is now after a 32 day official test apparently on the verge of being officially endorsed. Hundreds of other free energy (ones which produce more than you add in fuel) devices have been claimed over the decades, a few remain alive in that the producers are asking for more funding for tests, but this is the first ever to cross that barrier and not only become tested but apparently pass. The report unfortunately is aimed at the industry and not the general public, so it is pretty hard to figure out, but that is the conclusion, so far it appears to do exactly what it claims to do. If this is the case all our old methods of power production, let alone physics, will all become obsolete overnight. Hopefully some of our resident experts can interpret this and add some more detail.
