Chrome released an update a few days ago which has now reached the UK so I imagine it's available in most countries. Your browser may update itself automatically but you can check to see if it has already done that or try to force an update by doing the following:
Click on the Chrome Toolbar icon that looks like a colon (:) with three dots. Scroll down to and click on Help, then select About Chrome.
If the version number is still 57.0.2987.133 Chrome may try to update itself then and there. Wait for it to finish, then click on the "Relaunch Chrome" button when it appears.
The new version is Version 58.0.3029.81 (64-bit). (If your machine is still using 32 bit, no doubt it will say that within the brackets.)
If your Chrome doesn't update itself immediately, don't worry - it takes them a while to roll new versions out worldwide so check again every day until you get the new version.
Then... in a new tab, type "chrome://flags/#smooth-scrolling" (without the inverted commas "") into the address bar and hit return. Under the heading "Smooth Scrolling" select "Enabled" from the drop down menu and at the bottom of the page, click on "Relaunch Now".
If we're really, really lucky that will have fixed the problem. If it doesn't, we can all scream at Google again.
