I read on line this is a scam of sorts
it is not on another daily tournament I play.

My guess would be that there used to be an image on that page that the quiz administrator had put there but which was hosted by Photobucket, an image-hosting site that no longer allows images to be cross-linked from other websites without payment of a fee by the owner of the account. If I'm right, the solution would be for the quiz administrator to replace the image(s) with pictures hosted on another website. There's a thread in the Photography section of the forums about Photobucket with references to other sites that still allow cross-linking.
