What is the story with 'time-outs'. I have seen them in basketball, ice hockey and American football. Have they always been part of the games? Why were they introduced?

As an Australian, I find that they are a rather strange idea, and could not imagine them in any of our football codes. I suppose that the 'drinks' break in cricket would be the closest that we would come.
