How do I create a question and then users of FunTrivia.com would answer it?

Are you looking to find out the answer to a trivia question you don't know? If so, go to the "Ask Fun Trivia" link. On the other hand, if you are looking to create a question that will go into the pool for the various games, I think it depends on which home page you are using. For the one I use, I go to the dropdown at the top for my username and go to the "Edit Questions" link.

You can also go to the home page of the New Question game, and click 'Submit Questions for Future Games'.
