New Hampshire is the only exception. (BUT: New Hampshire does requires seat belt use up to age 12.)

They are VERY intelligent fjohn. It's called freedom from government interference. I'm all for seat belt use but totally against the government mandating it. They need to stay out of our lives. No need to reply or we'll get booted over to "Controversial Issues " forum.
