So here's how these will work in the long run:
When looking to upgrade your tier, you are competing against all players who are
at or below your current tier. You do ignore all players above your current tier.
This means:
To go from 0 to 1 (win the base badge), you need to be among the top 10 tier 0. This is just as it always was.
To go from 1 to 2, you need to be among the top 8 who are tier 1 or less.
To go from 2 to 3, you need to be among the top 7 who are tier 2 or less.
To go from 3 to 4, you need to be among the top 6 who are tier 3 or less.
To go from 4 to 5, you need to be among the top 5 who are tier 4 or less.
To go from 5 to 6, you need to be among the top 4 who are tier 5 or less.
To go from 6 to 7, you need to be among the top 3 who are tier 6 or less.
Sound difficult? Well, let's try an example. We have this standing at the end of a month some time into the future.

First up, we'll look at Alison. She's beaten everyone, so she goes up a tier, no questions asked. Unfortunately, she doesn't have the badge at all yet, so even though she put in a performance that would have qualified tier 7 for her, she only gets tier 1. But with that skill level, she'll probably do the same thing again next month.
Next, let's look at Luke, We'll ignore everyone tier 3 and above:
1. Alison (tier 0)
4. Devin (tier 2)
7. Gladys (tier 1)
9. Indhira (tier 2)
12. Luke (tier 2)
5th place is 7th or better, so Luke goes to tier 3. Devin and Indhira get that tier as well, Gladys moves to tier 2.
For Harry, things look less good:

3. Callista (tier 3)
4. Devin (tier 2)
5. Erica (tier 3)
7. Gladys (tier 1)
8. Harry (tier 3)
In spite of placing well ahead of Luke, he has to count the tier 3s and that puts him outside the top 6 for his group. Brandon, Callista and Erica will all earn tier 4.
And why all this complexity? Have a look at Martha who is one of the very few already at tier 5:

If we had Martha compete only against fellow tier 5s (the way you'd probably first think it should work), she would have a free ride to tier 6 even though she didn't have that great a month. Francis also misses by a hair, he needed 5th and got 6th.

Note that the way ranks are determined will not change at all. It'll still be based on top 500 cumulative and top 500 average, aggregated, and regardless how great your average, you must be among the top 500 raw scores to make the list.
But then you don't have to remember all of this: The game will keep track of your standings for you and show you where you rank. You won't need to claim the badge or anything - just play and if you do well enough, it will arrive!
