After 3 years I think it is a bit of both.

It is an 'I Need an Answer' unless you already have the answer, in which case it is a Challenge!

The criteria is to whether you already have the answer, if you do then it is a Challenge to the rest of FT to come up with the answer that you have. If you are seeking the answer because you don't know it yourself then you need an answer .... if that isn't double Dutch.

Looked at and I don't have an answer!
