It has a big sister (not a whole lot bigger),
one that sits a mere 2.4 miles in the distance.This nearby sibling couldn't be more
dissimilar as she stands in a different time zone, country,continent, and for that matter, hemisphere

I believe the answer is Little Diomede Island.

Seems to be. Little Diomede - U.S. (Alaska), western hemisphere.

Big Diomede - Siberia (Russia), eastern hemisphere, an hour earlier but one day later (other side of the Int'l DateLine.)
