Irfanview is a free,graphics editor much like Photo Shop except it is free. It has a lot of features amd most of user opinions on ZDNet have been good. This is what ZDNet says about this.

I think Irfanview is a good program. It's capable of viewing many file types and has some pretty good editing functions. It even has an easy to use 'scan and copy' facility (turns your scanner into a photocopier).
Most reviews you'll read about it are good ones. I only ever came across one that mentioned spyware. I think the reviewer was maybe mistaken. I've never come across any spyware attributable to Irfanview and I've been using the viewer for a number of years now.
My only wish is that it opened .CPT files (Corel Photo-Paint format) because that's what my paint program uses. This wouldn't affect most people though.
A 'thumbs-up' program as far as I'm concerned.
