I am stumped on what the "exact" name is of the red circle with the line through it that means, "No", for example, "No Smoking", No Bicycling".

It is a Regulatory Traffic Sign. These signs tell you the law, so you must follow their instructions.
It is referred to as a "No" Symbol Sign!
(Remember that a red circle with a slash means NO. The sign shows you what is not allowed.)
Hope this helps, it's a bit obvious though . . . and this information came from a sign manufacturing company located in Akron!

Thanks for your reply. I knew what it meant, but I wasn't sure if there was a particular name for it, like the name they gave to those little plastic tips on the ends of shoestrings!

Aglets are the little plastic things on the ends of shoelaces . . . aren't I a mine of useless information, hey, that's what trivia is, isn't it (lol). Thats okay NM, I know what it's like to not know the proper name for something, and it's even worse when you know that you know, but you can't remember (I think that's called aging!)
