In answer to your question, if you take 'England' as being London then the answer is 10 (or 11 if you count 1981 too which didn't have any fall but had snow on the ground).

Visit the Met Office website

You can click on the area which interests you and you will find out how many white Christmas events have been recorded in recent years.

For London the years are: 1916; 1927; 1938; 1956; 1964; 1968;
1970; 1976; (1981;) 1996 and 1999
