I think that is a good idea as Wikipedia is a valuable source of information. If they can produce and distribute it for free, then the less developed nations can receive the free information that Wikipedia values so highly.
The article also discussed the idea of time-delays for the articles that go online. That is also a nice concept as I cannot stand those who vandalize sites that try to do good such as Wikipedia. Also, I have seen those who try to pass off their opinions as fact on Wikipedia, which can lead to lengthy (and annoying) debate on what represents fact or opinion.
