Who was the only referee to referee the league cup and the FA cup both at WEMBLEY.
So that is pre 2000

David Elleray is the man. There may be another one, but I didn't go back any further.

He was the referee at Wimbledon when Beckham scored from past the half-way line, and at Old Trafford when Giggs scored that wonder goal against Arsenal:

    Sporting ambition:
    In 1968, when I became a first-class referee, I determined that I would get to the World Cup in 1998. It was made very clear to me that I was the preferred English candidate for France 1998, but at the time, I had applied for the Headmastership of Harrow, and another school, and just felt that my duties as a housemaster did not warrant one month away.

    Most memorable sporting moment:
    As a referee, Ryan Giggs' goal in extra time in the 1999 FA Cup semi-final replay for Manchester United against Arsenal at Villa Park, after Dennis Bergkamp had missed the penalty. It was a stunning few seconds from Giggs. The other stunner I experienced as a referee was when David Beckham scored from his own half. Like everyone else I could not believe it had gone in, and stood there in silence.
