Back in the earliest days of the website, interesting info wasn't required. Later on, the requirement was phased in slowly -- for example, some categories required interesting info for, say, half the questions, but not for the other half.
As time has gone on, our standards have gotten higher and the quality of our quizzes has improved -- so many quizzes that went online without a problem in 2000 would be rejected if they were submitted the same way today. They're grandfathered in, now, since they did meet our standards when they first went online -- but nowadays we expect more!
