Could I ask what this has to do with the Books Forum?
Is it something from a book, or is it a grammar/use of English question? Sorry but could you expand a little?

I read it in a book a little while ago, and some people said it made sense, others disagreed- I cant remember the title of the book.

I suppose it would depend on whether the palpitations were constant or erratic. Sounds to me like a hot n' heavy romance gone wrong. Is constant part of a definition of palpitations? Is it repetitive? Hmmmm.

I do know it's not a complete sentence. Therefore in that case, no, it doesn't make sense.

It does sound like a quote from one of the 'bodice ripper' romances. I don't think they need to be analysed, just enjoyed if that's your thing.
